In demos, tools are always available. In production, tools sit behind tickets, secrets, and people who were never asked whether an agent should hold that key overnight. The stall looks like a model failure. It is often a mandate failure.
A useful field test does not ask "can the agent invent a plan?" It asks whether the plan can be authorised, scoped, revoked, and audited. If chat is the permission system, the organisation has already lost the plot — even when the answers sound fluent.
